
From the Colorado Department of Agriculture (CDA):
Regarding the importation of nursery stock from Oregon. Due to the Oregon Department of Agriculture’s (ODA) inability to eradicate the Japanese beetle (JB), all Oregon nurseries will now operate under a compliance agreement program. This communication is intended to provide clarification and address any confusion regarding the CDA’s procedures for handling imports under Oregon’s new JB quarantine status.
Due to a change in the status of JB infestations in Oregon, and the state legislature cutting funding to their eradication program, the CDA and ODA are actively working to finalize a formal compliance agreement that will provide clear guidance to the industry in accordance with the Japanese Beetle Harmonization Plan. While this is being finalized, we have agreed to temporarily honor Japanese beetle trapping data from Oregon as a basis for certifying freedom from the pest.
Certification Requirements for Imports:
2025 Trapping Data: Negative detection trapping data from 2025 will be recognized as valid, provided that the nursery continues to trap in 2026.
No 2025 Trapping Data: Nurseries that did not conduct trapping in 2025 must perform a treatment to meet certification requirements until they demonstrate freedom from Japanese beetles by achieving negative detection trapping in 2026.
Based on the JB quarantine, it is the responsibility of the importing nursery in Colorado to ensure their Oregon supplier meets these requirements before importing any nursery stock plant material. Nurseries should maintain records of all negative trapping data or treatments for Japanese Beetle records inspections.
We anticipate finalizing the formal compliance agreement with the ODA in the coming weeks. This partnership is essential for protecting agricultural interests across both states and ensuring the import of clean nursery stock into Colorado. We appreciate your patience and flexibility as we finalize these arrangements, which is vital to maintaining the integrity and efficiency of our supply chain.
